June 2010 - Once students leave for the summer, the construction effort will focus on connecting the existing building to the new wings. This will include demolition in some areas. The remaining site work (grading, sidewalks,
drainage, etc.) will continue and the storm water management area out
front will be covered, after which our third parking lot will be completed. Work on the four new playgrounds will be completed this summer, and our new Multisensory Room will be installed. The work will complete with the installation of finishes and cabinetry. Substantial completion date is projected for July 30th with punch out items being completed into the first week of September.

We are looking forward to our new building. We will have an official ribbon cutting ceremony in August!!  Look out for a summer letter and Find Out First announcements through the summer.

 
January 2010 - The main office area and new pre-k are under roof and will soon be receiving windows and interior finishes. The new bus canopy was installed recently, and it will eventually receive a red finish. The two new additions in the back are progressing well with block, conduits, and steel being put into place.  The roofing will continue in these two additions next. The overall schedule was delayed by the big snow storm and a delayed steel delivery, but now that some sections are under roof, the timeline will accelerate and we will be making up some of the lost
days.

August 2009 - Keller Brothers Construction of Mt. Airy was awarded our school's construction bid and have been on site working on renovations since July 1st. Renovations will continue throughout the coming 2009-2010 school year. As a result of construction, only Mrs. Dimicilli's art classroom, Mr. Bower's music classroom, and the main offices were moved. Grades 5 and Mr. Bowers' music classes will be located in the portables. Additionally, there will be no walkers for this year.  Non-transported areas will be determined after construction is complete.  The car rider line and bus line will remain the same until the new parking lot has curbs, a base coat of asphalt, and painted lines.  We will announce new traffic patterns in advance of any changes.

Please be aware that measures have been taken to ensure the safety of students and staff during construction.  
 
·         Work within areas designated for student arrival or departure will stop from 8:30-9am and 3:15-4pm to allow for safe arrival and departure to/from school.  
·         All construction areas will either be fenced in or a wall will be constructed to separate school operations from the construction work.  This will change some of our evacuation routes, and Mr. Cuppett has worked with the fire marshal to revise the school’s fire drill routes and evacuation procedures.
·         Construction workers at the site will have identification numbers on their work helmets.  These numbers will correspond to worker documentation in a personnel log used to monitor who is on the job site at what times.  Only Logan Woodard, the construction superintendent from Keller Brothers Contractors, will have access to the school.  The vast majority of the work will be done from the outside and will not require workers to enter the building.  Mr. Woodard will occasionally escort subcontractors into the building to work in electrical rooms or mechanical rooms, and he will alert the office staff to the presence of these subcontractors. Portable restroom facilities will be available for the workers in the construction zones.
·         Each subcontractor conducts background checks on its employees and certifies to the contractor that the background checks have occurred.

If anyone has questions or concern about construction, it would be most beneficial if you contacted Mr. Cuppett directly. He will contact FCPS Construction, Keller Brothers or others as necessary.

March 2009 - Over the past several months the status of Carroll Manor Elementary School's scheduled addition has swung back and forth between postponement and staying on track.  As recently as two weeks ago it was going to be recommended for postponement. However, the Board of County Commissioners (BOCC) staff met last week and again on Tuesday, and is recommending that the project get the funding in FY 2010!  This is great news, but it could change back again as the state and local governments continue to work through their budget issues.

NOW is the time to act by letting the BOCC know how much we appreciate their willingness to keep our addition on schedule.  Let them know we are here and paying attention, and that we are as committed to the addition as we were when we fought for it two years ago. Some of the current conditions you can discuss are:  playground equipment taken for the portables, other playground equipment rendered unusable due to nearby electrical wiring (also for the portables), art and music classes conducted on our stage, teachers whose offices are in closets, out of date bathrooms, poor security at the front of the building (due to old building design), etc.

January 2009 - The school addition funding is now before the state.  The permit and design phases are completed, but the addition must still be approved for state funding - given the budget woes the state is facing, our addition is not guaranteed.  We will keep everyone updated on the addition's status.  If parental action is recommended, to show legislators how much we need this addition, we will be asking for your support.

March 2008 - Plans for the addition are on schedule.  The gymnasium floor will be redone in the near future.
February 2008 - The gymnasium has been repainted and looks great! Our much needed addition is still on track.  A draft of the floorplan is in place and plans are being drawn for extended parking.  Holes are being drilled to determine what type of rock lies beneath the ground surface and surveys of both the inside and outside of the building are complete.
  
October 2007 - The architect firm designing our addition is officially Bushey Feight Mornin Architects, Inc.  This is the same firm that designed our new roof.  The addition will include ten classrooms and the expansion of our cafeteria.  A big thanks go out to those parents and staff who worked so hard last year to keep our addition on track! 
Summer 2007 - The roof of CMES was replaced. 
April 24, 2007, the Frederick County Board of County Commissioners unanimously voted to support the increase in the recordation tax.  This money will be dedicated to school construction and renovations.
